Speakers will cover topics such as USDA’s proposal to achieve EID for cattle moving interstate\, current intrastate traceability regulations and market opportunities to increase demand for US beef overseas. \nSpeaker Schedule\n3:00 pm Dr. Larry Rawson\, USDA APHIS Veterinary Services – Advancing Animal Disease Traceability: A Plan to Achieve Electronic Identification in Cattle     \n3:30 pm Dr. Rebecca Campagna\, CDFA Animal Health Branch – Intrastate animal disease traceability regulations governing the movement and sale of cattle \n4:00 pm Steve Kay\, Cattle Buyers Weekly – Beef Industry Market Update \n4:30 pm Kevin Kester\, Past President of the National Cattlemen’s Beef Association –  A Producer’s Perspective & Group Panel \nWorkshop participants will receive an update from the USDA Animal and Plant Health Inspection Service (APHIS) regarding USDA’s proposal to require all sexually intact cattle older than 18 months of age moving interstate to transition to the mandatory use of a USDA approved RFID tag. \nAdditionally\, the California Department of Food & Agriculture (CDFA) will discuss current state regulations governing the movement of livestock intrastate and expected changes to livestock identification requirements that accompany brucellosis vaccinations for replacement heifers younger than 12 months of age. \nProducers will also receive a comprehensive market update and specifically the value afforded by current and emerging export markets for U.S. beef. In addition\, the listening session will provide an opportunity for participants to provide direct feedback to USDA and CDFA on the federal EID proposal and the associated timeline. \nThis material is based upon work supported by USDA/NIFA under Award Number 2018-70027-28587.

Please read our press release to learn more. \nRead Release\n  \n  \n \nThe California Cattlemen’s Association invites CCA members to the 42nd Annual Steak and Eggs Legislative Breakfast. This annual breakfast is attended by dozens of elected officials\, numerous legislative staff and CCA members for up and down the state. \nDr. Donald Layman\, Professor Emeritus in the Department of Food Science & Human Nutrition at the University of Illinois at Urbana-Champaign will speak at this year’s breakfast on the nutrient density and dietary value of beef and dairy products and their role in a healthy\, environmentally sustainable diet. \n\nDonald K. Layman\, Ph.D.\, University of Illinois at Urbana-Champaign\n\nDonald K. Layman\, Ph.D.\, Professor Emeritus\, University of Illinois at Urbana-Champaign\nDr. Donald Layman is Professor Emeritus in the Department of Food Science & Human Nutrition at the University of Illinois at Urbana-Champaign. Dr. Layman served on the faculty at the University of Illinois from 1977 – 2012. Dr. Layman is recognized for research about protein and amino acid metabolism\, nutrition for athletic performance\, obesity\, diabetes and cardiometabolic health. Dr. Layman has over 100 peer-reviewed publications. He has received numerous awards for his research and nutrition teaching. Dr. Layman served as Associate Editor of The Journal of Nutrition from 1989 through 1993; and he currently serves Associate Editor of the Journal of Nutrition Education and Behavior and on the editorial boards of Nutrition & Metabolism\, and Nutrition Research and Practice and is a consultant to numerous food companies and commodity organizations. Davis Regent’s Chair in Meat Science and Muscle Biology and a Professor in the College of Agricultural Sciences and Natural Resources’ Department of Animal and Food Sciences at Texas Tech University. Johnson has been in this position since June 1\, 2008. \n“Our laboratory focuses on research that increases our understanding of factors regulating growth and development of skeletal muscle in meat animals such as beef cattle and pigs\,” Our group has used exogenous growth promotants like steroidal implants and beta adrenergic agonists as models to study the mechanism of postnatal muscle growth in meat animals.  More recently\, our laboratory has focused on the effects of trace elements such as Chromium and Zinc on skeletal muscle growth in beef cattle. \nSeparately\, the research team is involved in developing novel means to enhance marbling in beef. This research focuses on novel receptors present on intramuscular adipocytes that appear to have positive effects on lipid accumulation. \nPrior to coming to Tech\, he was a muscle growth and development Assistant and Associate Professor with the Department of Animal Sciences and Industry at Kansas State University from Oct. 2000 through June 2008. He also worked as an Extension Ruminant Nutrition and Beef Feedlot Specialist and Assistant Professor with the Department of Animal and Range Sciences at South Dakota State University Aug. 1997 through Oct. 2000. \nJohnson\, a native of Milbank\, SD\, earned a bachelor’s degree in animal science from South Dakota State University. His master’s degree in animal science and doctorate in animal science are from the University of Minnesota. \nAllyson Jones-Brimmer\, Animal Ag Alliance\n\nAllyson Jones-Brimmer\, Director of Industry Relations\, Animal Ag Alliance\nAs director of industry relations\, Allyson Jones-Brimmer fosters relationships with stakeholders of the Animal Agriculture Alliance\, a national non-profit organization working to bridge the communication gap between farm and fork. \nAllyson is responsible for raising awareness of the Alliance as well as growing Alliance membership and sponsorship. In addition to serving as General Manager for CattleFax\, Duane is responsible for Texas\, Arizona and California feedlot members\, as well as being involved in protein analysis. Prior to working with CattleFax\, Duane spent nine years as a lamb buyer for Farmstead Foods Corporation (formerly Wilson Foods Corp.). \nDuane and his wife have two children. \nColin Woodall\, NCBA\nColin Woodall\, Chief Executive Officer\, NCBA\nColin Woodall is the Chief Executive Officer of the National Cattlemen’s Beef Association and leads the country’s oldest and largest national trade association for cattle producers in being the trusted voice and definitive leader of the beef industry. \nOriginally from Big Spring\, Texas\, Colin graduated from Texas A&M and then worked as a grain elevator manager and merchandiser for Cargill at several locations in western Kansas and the Oklahoma panhandle.  After venturing to Washington\, Colin took a job with U.S. Senator John Cornyn from Texas.  He has been with NCBA since 2004 and served as the association’s Chief Lobbyist in Washington\, D.C.\, for a decade.  He is a founding member of the Government Relations Leadership Forum\, a life member of the Houston Livestock Show and Rodeo\, member of the Texas Aggie Corps of Cadets Association\, the Agribusiness Club of Washington\, D.C.\, the Washington Agricultural Roundtable\, and is a past Chairman of the Board of Directors for the Agriculture Council of America.  He also volunteers as a junior commercial steer show judge at the San Antonio Livestock Exposition. \n\nADDITIONAL SPEAKERS\nKim Lawson Stackhouse\, Ph.D.\, Director of Sustainability\, JBS

SUMMARY:Prop 19 Discussion
DESCRIPTION:Voters in the 2020 General Election approved Proposition 19\, a Constitutional amendment that changes certain property tax rules. Of greatest interest to CCA members are the provisions of Proposition 19 which change how parent-child or grandparent-child property transfers operate. Intended to limit tax benefits for transferees who use inherited property as a vacation or rental home rather than as a primary residence\, Proposition 19 also impacts ranchers transferring the “family home” or “family farm” to their children or grandchildren. \nIn the months since Proposition 19’s passage\, CCA has received numerous questions from concerned members seeking to better understand Proposition 19. And there’s good reason for this confusion and concern\, as Proposition 19 is ambiguously written in many respects and has even resulted in contradictory interpretations from the California State Board of Equalization. To clear up some of this confusion\, CCA will be hosting a Proposition 19 discussion on Tuesday\, February 2 at 7:00pm (in advance of the transfer provisions’ effective date of February 16). \nDuring the discussion\, CCA staff will seek to clarify what tax provisions Proposition 19 does and does not alter\, resolve some of the rumors and confusion surrounding the Proposition and outline legislation and regulation needed to implement and clarify the Proposition (and how CCA is engaging in those efforts). \nThe discussion will be held over Zoom and is available only to current CCA members. He will be speaking at this year’s convention on cattle markets. \nDerrell has served as the Extension Livestock Marketing Specialist since he came to Oklahoma State University in 1989.  He has B.S. and M.S. degrees from Montana State University and a Ph.D. from the University of Illinois. He previously served as the Superintendent of the Southeastern Colorado Range Research Station in Springfield Colorado.   His main program areas at Oklahoma State University include livestock market outlook and marketing/risk management education for livestock producers. \nDerrell also works in the area of international livestock and meat trade with particular focus on Mexico and Canada and the North American livestock and meat industry.  He lived in Mexico on sabbatical in 2001 and has developed an extensive knowledge of the Mexican cattle and beef industry and the economics of cattle and beef trade between the U.S. and Mexico. \nRob Johnson\, Strategic Cattle Feeding\n\nRob Johnson\, Co-owner and Manager\, Strategic Cattle Feeding\nRob Johnson has fed cattle and traded futures for the past 32 years. He will be speaking at this year’s convention on cattle markets. \nRob was born and raised in Ohio on a family cattle and grain farm. He graduated from Ohio State University with a B.S. in Animal Science and M.S. in Agricultural Economics. He currently is a part owner and manages Strategic Cattle Feeding\, which feeds cattle Texas\, Oklahoma\, Kansas\, Nebraska\, and Iowa. He jointly owns Western Futures\, a futures and options brokerage firm which primarily serves cattle hedgers. Western Futures is also a registered Commodity Trading Advisor. He is also jointly owns Ag Trading Group\, which trades agricultural futures and cash grain. \nIn 1989 Mr. Johnson began his career in the Cattle Feeding Division of the Continental Grain Company in Chicago. He spent four years in Chicago doing market analysis and trading the cattle crush\, a futures market spread between live cattle\, feeder cattle\, and corn. During 1992 Mr. Johnson worked at one of Continental’s feedlots in Colorado\, where he worked throughout all departments in the feedyard. \nIn 1994\, Mr. Johnson joined the brokerage firm Frontier Risk Management as an Account Executive.  He developed a clientele of primarily cattle feeders but also of others working within the cattle industry. In 1998\, he along with Hank Rogers\, another broker at Frontier\, developed a price risk tracking system now known as TRuMP\, an acronym for Total Risk Management Program.  The program continually monitors risk by marking-to-market not only futures and options positions\, but also cash market positions. With this program\, clients can accurately and in real-time monitor hedge ratios\, net positions\, and profitability\, and profitability relative to price sensitivity. \nIn 2013\, Mr. Johnson and Mr. Rogers opened Western Futures\, a branch office of Capital Trading Group that continued to serve the hedging and trading clientele developed over the previous 19 years. \nIn 2008\, Mr. Johnson launched Strategic Cattle Feeding as the manager and part owner along with five other co-owners. The company’s business plan revolves around feeding cattle when positive margins are available and trading the cattle crush.  Today the company has a maximum capacity of approximately 18\,000 cattle on feed. The company has grown through retained earnings and from periodic additions of equity. There are now 7 co-owners\, and it is 10 times larger than when it began in 2008. \nDuane Lenz\, CattleFax\n\nDuane Lenz\, General Manager\, CattleFax\nCCA is looking forward to welcoming Duane Lenz back to Reno again for this year’s CattleFax Breakfast. \nGrowing up south of Castle Rock\, Colo.\, Duane Lenz was raised on a diversified livestock operation. He graduated from Colorado State University with a bachelor’s of science degree in animal science. \nDuane began working with CattleFax in 1989 as a market analyst. In addition to serving as General Manager for CattleFax\, Duane is responsible for Texas\, Arizona and California feedlot members\, as well as being involved in protein analysis. Dr. Simmons provides leadership and guidance on matters pertaining to animal health and welfare\, working predominantly with the regulatory agencies involved in animal health issues and food safety. She represents the United States beef industry in dealing with international animal health issues at OIE and with international food safety issues at Codex. Additionally\, Dr. Simmons serves as staff advisor to NCBA’s Cattle Health and Well Being Committee and working groups. \nDr. Simmons was awarded a doctorate in veterinary medicine from the Virginia-Maryland College of Veterinary Medicine in Blacksburg\, Virginia. Dr. Simmons worked in private veterinary practice for over 25 years in Virginia and West Virginia. DESCRIPTION:For the first time since 2019\, The California Cattlemen’s Association is excited to invite CCA members to the 42nd Steak and Eggs Legislative and Regulatory Breakfast + Lobby Day. Breakfast starts at 8am! \nWhat to expect:\nThis breakfast is typically attended by dozens of elected officials\, numerous legislative staff\, and many CCA members\, and serves as an important platform to discuss issues important to California ranchers. Over breakfast\, enjoy sharing about your ranch while meeting representatives from regulatory and legislative offices in Sacramento.  \n\nFollowing the breakfast\, you will head across the street to the state Capitol to continue conversations about ranching in California. CCA will arrange private meetings with your legislative representative to enable you to voice your concerns directly to the member or one of their representatives. Your participation is critically important\, as this forum provides a priceless opportunity to share your opinions and concerns about the current and future state of ranching in California. \n\n\nHow to attend:\nThere is no cost to attend but RSVPS are required. It’s the people who raise\, pack\, sell\, cook and eat it. As Certified Angus Beef’s senior executive vice president of marketing\, Tracey guides the team to share beef quality messages and the rich heritage of family ranchers with consumers worldwide. She oversees everything from culinary arts to public relations and advertising\, yet she makes sure there’s room on her calendar to sit down with anyone interested in hearing the brand’s story. In fact\, sharing the tale and mentoring team members are at the top of her favorites list. \nTracey came to the brand right after earning her bachelor’s degree in animal science and master’s degree in the Agricultural Beef Industry Leadership Program at Colorado State University. Her first role was international director for five years\, during which she was instrumental in developing sound licensing policies and procedures for several markets. During her tenure\, international sales tripled in volume and expanded to 33 global markets. \nHer teammates in the office are like family to her and she rates the work culture second-to-none. Tracey and her husband\, Brett\, have five children and reside in Smithville\, Ohio. Their family enjoys school sports\, horses\, outdoor adventures\, travel and culinary exploration. \nSpencer Prosser\, Co-Owner of MP Agrilytics LLC\nSpencer Prosser\, Co-Owner of MP Agrilytics LLC\nSpencer Prosser is the Co-Owner of MP Agrilytics LLC (MPA). Currently\, MPA provides research to many cattle feeders in the US as well as wide scope of processors\, traders\, hedge funds\, and industry affiliates in the US\, as well as other countries with purpose of providing objective\, valuable livestock information. \nAs an Arizona native\, Spencer was raised on a large diversified ranch in northern Arizona called the -T-. Spencer attended Colorado State University in Ag Business\, Finance\, and graduate courses in Ag Econ. Later\, he was in the risk management department for Adams Land and Cattle Co (a top 10 cattle feeder) in Broken Bow\, NE before going out on his own with Lee McGlamery to start MP Agrilytics. Recently\, they have formed a sister company specializing in PRF insurance called Landmark Advisors. Currently\, Spencer resides near the family ranch with his 4 kids and wife Meghan. \nDr. Michelle Calvo-Lorenzo\, Elanco Animal Health\n\nDr. Michelle Calvo-Lorenzo\, Elanco Animal Health\nDr. Michelle Calvo-Lorenzo is the Chief Animal Welfare Officer for Elanco Animal Health and joined Elanco in 2015 as an expert in livestock welfare. In her current role\, Michelle leads discussions and develops strategies related to animal welfare\, with a focus on the areas of research\, communication\, guidance\, and innovative services for the livestock industry. Michelle graduated with a Master’s degree and Ph.D. from the University of California\, Davis in 2008 and 2012\, respectively. Prior to joining Elanco\, she was an Assistant Professor at Oklahoma State University and developed a research and teaching program centered on livestock behavior and welfare. Working within the industry and academia over the past decade\, Michelle is proud to work alongside hard-working producers\, packers\, industry representatives\, academics\, and veterinarians every day. She strives to have a positive impact on livestock welfare and enhance its role in sustainable agriculture. \nBrad Johnson\, Texas Tech University\n\nDr. Brad Johnson\, Texas Tech University\nDr. Bradley J. Johnson is currently the Gordon W. Davis Regent’s Chair in Meat Science and Muscle Biology and a Professor in the College of Agricultural Sciences and Natural Resources’ Department of Animal and Food Sciences at Texas Tech University. Johnson has been in this position since June 1\, 2008. \n“Our laboratory focuses on research that increases our understanding of factors regulating growth and development of skeletal muscle in meat animals such as beef cattle and pigs\,” Our group has used exogenous growth promotants like steroidal implants and beta adrenergic agonists as models to study the mechanism of postnatal muscle growth in meat animals.  More recently\, our laboratory has focused on the effects of trace elements such as Chromium and Zinc on skeletal muscle growth in beef cattle. \nSeparately\, the research team is involved in developing novel means to enhance marbling in beef.  This research focuses on novel receptors present on intramuscular adipocytes that appear to have positive effects on lipid accumulation. \nPrior to coming to Tech\, he was a muscle growth and development Assistant and Associate Professor with the Department of Animal Sciences and Industry at Kansas State University from Oct. 2000 through June 2008. He also worked as an Extension Ruminant Nutrition and Beef Feedlot Specialist and Assistant Professor with the Department of Animal and Range Sciences at South Dakota State University Aug. 1997 through Oct. 2000. \nJohnson\, a native of Milbank\, SD\, earned a bachelor’s degree in animal science from South Dakota State University. His master’s degree in animal science and doctorate in animal science are from the University of Minnesota. \nPatrick Linnell\, CattleFax\n\nPatrick Linnell\, Director of Cattle Market Research and Analysis\, CattleFax\nBorn and raised in eastern Oregon\, Patrick Linnell grew up with a commercial and registered Red Angus background. He graduated with a bachelor’s degree in animal science and agricultural business from Colorado State University\, where he was a member of both the meats and livestock judging teams and was involved in other clubs and activities. In fall 2017\, Patrick earned a master’s degree in agricultural economics from CSU. His research focused on price forecasting and fed cattle markets. \nPatrick joined CattleFax as an analyst in January 2018 and currently serves as the Director of Cattle Market Research and Analysis. His primary responsibilities include fundamental research and analysis within the cattle markets\, as well as helping producers navigate markets and manage risk within their operations. Patrick is responsible for serving CattleFax members in the western region and writes frequently for CattleFax publications. \nPatrick and his wife\, Jordy\, live in Castle Rock\, Colorado with their two Corgis. They frequent the ski slopes in the winter and enjoy helping with the family operation in Oregon whenever possible. Patrick also helps coach the local 4-H livestock judging team. \nDr. Rob Atwill\, School of Veterinary Medicine\, UC Davis\,\nDr. Rob Atwill\, School of Veterinary Medicine\, UC Davis\nDr. Rob Atwill is a professor at the School of Veterinary Medicine\, UC Davis\, and Director of Veterinary Medicine Extension. He has worked closely for over 20 years with various California livestock industries in the western US to address a range of water quality\, environmental\, and food safety issues impacting livestock production.
